This harebrained and cavalier Government has proven anew its ineptitude in ruling the country, yet in a most appalling manner. The Government cannot be pardoned for its lackadaisical approach with regard to the most important responsibility of any government, which is the assurance of security of country’s citizens.
It is revealed that the intelligence information with regard to a terror attack had been reached to the respective authorities ahead of the tragedy, albeit those politicians who are on high horse and who are vacant of ability to take prompt and proper actions, simply remained inactive, letting barbaric terrorists to commit a carnage on Easter Sunday.
By becoming unresponsive and not taking appropriate actions to prevent such a serious tragedy, after being foretold and informed of it well in advance, this Government is held responsible for a culpable homicide. Hence, this Government must take the full responsibility of the deaths of over 290 persons and those critically injured, numbering 500.
A letter dated 11.04.2019 addressed to respective authorities by a Deputy Inspector General of Colombo, has unequivocally stated of an alleged plan attack and of the suspected perpetrators. The letter draws attention of the respective authorities about a suicidal attack to be launched in Sri Lanka, masterminded and planned by the leader of Thawheed Jama’ath Mohmed Zahran. The DIG further requests the authorities to pay serious attention to the information provided therewith and to make necessary arrangements to beef up the security in places mentioned and for VIPs.
To quote the letter sent by the DIG, it states “1. As per an input, Sri Lanka based Zahran Hashmi of National Towheed Jamaat and his associates are planning to carry out suicide terror attack in Sri Lanka shortly. They are planning to target some important churches. It is further learnt that they have conducted reconnaissance of the Indian High Commission Sri Lanka and it is one of the targets for the planned attack. 2. The input indicates that the terrorists may adopt any of the following modes of attack a) Suicide attack b) Weapon attack c) Knife attack d) Truck attack”.
The letter was sent on 11 April and the carnage took place on 21 April, ten days following the issuance of the alert. Any Government, which receives this kind of crucial information, doubtless to act with gravity and urgency, but to the amazement, this Government turned blind eye to the information on planned terror attack. This tragedy could have been averted, if the Government took necessary actions beforehand to beef up the security in at least the places mentioned and by informing the masses not to take part in any gatherings, religious or otherwise. Nevertheless, the Government miserably failed to carryout said actions that led to a heinous massacre by bloodthirsty terrorists. By its indifference and failure to avert an informed attack, this Government becomes the first of its kind in the world which perpetrated a culpable homicide with its reckless approach towards the affairs of the state.
After the Good Governance Government came to power in 2015, it commenced its highly unwelcome and impractical reconciliation process by incarcerating the war heroes, demoralizing the armed forces and paring back security in the country in the name of pseudo reconciliation. Since its inception, this Government was driven by the sheer selfish motive of remaining in power by fulfilling the requirements of harmful foreign forces as well as extremists. In its attempt to paralyze the country’s security, this reckless Government revoltingly weakened the country’s intelligences services, as a result of which the gruesome attack on Easter Sunday occurred.
Moreover, state as well as foreign intelligence services time to time furnished the Government with authentic and confirmed intelligence information with regard to grouping of extremist terrorists in the country especially in those areas where the density of Muslim population is high, such as in the Eastern coastal area as well as some areas in the District of Mannar. In the name of affected reconciliation and in a vain pretext of preventing any ethnic strife, that might trigger, if any action is taken against the terrorists that are operating in the country, the Government remained inattentive to the intelligence information received.
Enfeebling intelligence agencies of a country can be a grave mistake any government commits as such information are the backbone of a country’s security. Shockingly, the Good Governance Government committed that grave mistake of weakening the intelligence agencies by demoralizing and imprisoning the officers attached to the State Intelligence Service.
The country has once again rocked by the fear of terrorism after ten years. Horrors of abrupt terror attacks have crept into the hearts of the public and their lives have become uncertain. The country’s economy has drastically been affected and so is the productivity of the population.
Government cannot, in any way get away from the blame of causing holocaust on Easter Sunday due to its incompetency and heedlessness. It is high time that this Government take the security of the public serious and take relevant actions. While empowering and strengthening the armed forces, it is vital to pay special attention to the intelligence services.
